Tokyo International Forum was designed by Rafael Viñoly and is operated by Tokyo International Forum Co., Ltd., with no separate client named. The infobox gives 1996 as built and 1997 as opened, while the text gives only a 1996 completion. It stands on the former Tokyo City Hall site, which moved to the Tokyo Metropolitan Government Building in 1991.

Swooping curves give an outer shape described as an elongated boat, in steel truss and glass. It has eight halls, one seating 5,000, plus exhibition space, a lobby, restaurants, shops and a first-floor bronze statue of Ōta Dōkan facing the former Edo Castle. The article gives no style label, footprint or height. It is often placed in Yūrakuchō but lies in Marunouchi, Chiyoda.

It hosted a 1999 World Cup draw, 2012 World Bank and IMF meetings and Olympic weightlifting in 2021. It is scheduled to close on January 1, 2029 for about 15 months of renovation.
