The Sail Tower, known in Hebrew as Beit HaMifras, is officially District Government Center, Building B. It is a skyscraper and government building in Haifa, Israel, and part of the district government complex named after Yitzhak Rabin. It stands in the Old City of Haifa, on the site of the former Ottoman Saraya, which was demolished in 1949.

Construction began in 1999, and the building opened on February 28, 2002. Amar-Koriel Architects designed it. It has 29 floors and stands 137 meters tall including its antennas. Without the antennas, the sails reach 113 meters.

It was Haifa's tallest skyscraper until 2003, when the IEC Tower surpassed it. The modern, sail-like tower contrasts with the older Middle Eastern style of the promenade leading to it, whose floor mosaics depict Haifa's history.
