Friedrich von Schmidt won the commission in a competition in 1868. Construction started in May 1872, the foundation stone was laid on June 14, 1873, and the final stone was placed on September 12, 1883. The City Council moved in on June 23, 1885. The infobox lists Gothic Revival, and the text calls it Neo-Gothic with Renaissance elements.

The building is 499 feet (152 m) long and 417 feet (127 m) wide, with 1,575 rooms and 2,035 windows. The main tower is 322 feet (98 m) tall, or 339 feet (103.3 m) with the Rathausmann figure by Alexander Nehr. It is brick masonry with natural stone cladding. The article gives 113,000 square meters as floor area in the infobox and as total usable space in the text.

Seven courtyards surround the central Arcaded Courtyard, which was landscaped in 1989 and hosts the Vienna Festival. A facade restoration ran from 2012 to 2023. The rear Schmidthalle is an information center.
