Foster and Partners, led by Norman Foster, designed the tower, which is colloquially called the Torre Foster. Construction started on October 8, 2004, and the infobox gives completion in 2008. Repsol YPF was the developer, and a Dragados and FCC joint venture was the main contractor. It stands in the Cuatro Torres Business Area in Madrid.

The CTBUH certified the height at 815 feet (248.3 m), against 250 m in the project data. The infobox gives 45 floors and the body text 49. A steel frame of about 11,000 tons stands between two external concrete cores, each with seven elevators. The facade is mostly glass, with stainless steel panels on the cores.

Caja Madrid bought it in August 2007 for 815 million euros, and Amancio Ortega's Pontegadea bought it in September 2016 for 490 million euros according to the text, while cited sources give other figures. Cepsa became the main tenant in 2014.
