Jean Nouvel designed the tower with the Spanish firm b720 Fermín Vázquez Arquitectos, for the Agbar Group, with Dragados as builder. Site work began in mid-1999 and finished in late 2004. It opened in June 2005, and King Juan Carlos I officially opened it on September 16, 2005. The cost was 130 million euros.
The roof is 474 feet (144.44 m) high and the diameter is 128 feet (39 m). The structure is two concentric oval concrete cylinders that do not touch, with the outer shell holding about 4,500 windows. A glass and steel dome covers it, clad in painted metal strips. More than 4,500 LED devices can light the facade in up to 16 million colors.
Nouvel cited a geyser, Montserrat's pinnacles and the bell towers of the Sagrada Família as inspirations. The Mirador Torre Glòries opened to the public on May 20, 2022, with an observation deck on the 30th floor.
