Aedas and HKS were the lead architects, responsible for design, coordination and implementation. The resort has a Venice theme and is modeled on its sister resort, The Venetian Las Vegas. The main hotel tower was finished in July 2007, and the resort opened on August 28, 2007. Las Vegas Sands owns it.

It stands on reclaimed land on 1,530 concrete pilings. The article gives 39 stories and about 10.5 million square feet (980,000 m²) of floor space, with 3,000 suites, 300 shops, a 15,000-seat arena and an indoor canal. The casino has 3,400 slot machines and 800 gambling tables.

Construction was suspended in November 2008, and about 11,000 workers were reported to be losing their jobs. The Cotai West light rail station is nearby, and the resort runs a private bus fleet.
