K.Y. Cheung Design Associates designed the tower for the developer Shun Hing Group, with Maunsell AECOM as structural engineer. Construction began on April 21, 1993, and it was completed on March 9, 1996 and opened that June. The article says it was built at a pace of four floors in nine days.

The architectural height is 1,260 feet (384 m), the roof is at 1,066 feet (325 m) and the top floor at 978 feet (298 m). It has 69 floors above ground, 3 below, and about 3.0 million square feet (280,000 m²) of floor area. The article calls it the tallest all-steel building in China and says 24,500 tonnes of steel were used, a figure marked as needing a citation.

It holds offices, a car park and a five-story shopping arcade, with the Meridian View Center observation deck on the 69th floor. It was China's tallest building until CITIC Plaza passed it in 1997. The article names no style.
