Construction began in 1610, in honor of Charles Borromeo's canonization. Onorio Longhi started it, and his son Martino Longhi the Younger continued. Pietro da Cortona designed the dome in 1668 and was responsible for the apse and interior decoration. Cardinal Luigi Alessandro Omodei financed the completion and designed the facade, which the article says he preferred to Carlo Rainaldi's project.

The plan is a Latin cross. The article names no style, gives no dimensions and gives no overall completion date. The church stands on the site of the former church of San Nicola de Tofo. Giacinto Brandi painted the central vault between 1677 and 1679, and Carlo Maratta painted the altarpiece around 1685 to 1690.

The Rosminians have run it since 1906. It is the Norwegian national church in Rome, and Borromeo's heart is kept in the ambulatory.
