The city government of Rostov-on-Don agreed in the mid-1890s to build a new City Duma House, since the Duma had earlier occupied the Maksimov House. The architect Alexander Pomerantsev, who had designed several city buildings, signed the contract at the end of 1896. It was built from 1897 to 1899 and consecrated in 1899.
The cost was 513,627 rubles, which exceeded the budget by more than 28 percent. The article describes the style as Beaux-Arts, with eclectic exterior ornamentation and many Neo-Baroque decorative elements. The plan has axial symmetry. Banded rustication marks the first floor, and there are Doric pilasters and elaborate reliefs.
A fire in 1922 destroyed the corner dome, and the building was severely damaged in the Second World War and restored soon after. It houses the city administration.
