The city council bought the Römer and the Goldener Schwan in 1405 and converted them into the city hall. The city bought neighboring houses in 1424, 1510, 1542 and 1596, and added more in 1843 and 1878. The article names no architect. A neo-Gothic front was built from 1896, influenced by Mayor Franz Adickes, and the balcony came with a rebuilding in 1900. The complex covers about 10,000 square meters in nine houses around six courtyards.

An Allied bombing raid on March 22, 1944 largely destroyed it. Several houses were rebuilt in simplified form, and it was re-inaugurated in 1955. The facade was restored in 1974 and 2005.

It houses the Mayor, the City Council and the civil registry office, with wedding rooms in the Löwenstein house. The City of Frankfurt owns it.
