The Buchan Group designed the tower for the Sunland Group, which also built it through Sunland Constructions. The infobox lists the architects as Buchan Group and Sunland Group, while the body text says SDG and The Buchan Group. Construction began in 2002, and the tower was completed and opened in November 2005 at a cost of $255 million.

The architectural height is 1,058 feet (322.5 m), with 78 floors above ground and two basement floors. Aluminum-clad ribbons wrap the exterior and shade the entry plaza. The form was inspired by the Sydney 2000 Olympic torch and the Sydney Opera House, and the name honors Australia's 1920s Olympic sculling team. Twenty-six piles, each 2 m in diameter, reach 131 feet (40 m) into the ground.

The SkyPoint observation deck occupies levels 77 and 78 and holds up to 400 people. The article gives its height as 755 feet (230 m) in the text and 771 feet (235 m) in the infobox.
