The University of Navigators, a school for orphaned children training as sailors, began the building on March 10, 1682. Leonardo de Figueroa designed the Baroque chapel, and his son Matías and grandson Antonio Matías completed the Churrigueresque main entrance in 1754, at a cost of 50,000 pesos. The style is Spanish Baroque. The plan is rectangular, with courtyards and a tower at each corner. The entrance has a balcony supported by Atlantes and a sculptural group of Saint Telmo. The article gives no building materials.

Antonio Susillo carved twelve sculptures of illustrious Sevillians for the facade in 1895. The Duke of Montpensier bought it in 1849. It became a seminary in 1901.

It has been the seat of Andalusia's regional presidency since the 1990s. It is a Spanish monument, designated in 1968.
