Chinachem developed the complex, designed by Arthur Kwok, Casa Design International and Dennis Lau & Ng Chun Man Architects, with Arup as structural engineer. Construction started in 2000 and finished in 2005. The original design reached 1,699 feet (518 m) to be the world's tallest tower, but the height was restricted to about 1,049 feet (319.8 m) because of the airport.

The complex has a lower tower called Nina Tower and a taller tower called Teddy Tower, joined by a sky lobby and sky bridge on the 41st floor. The infobox lists 80 floors, while the floor table runs to 89 because numbers ending in 4 are skipped. It holds a 1,608-room hotel, offices, a shopping mall and convention space, and has 60 elevators.

An observatory at 498 feet (151.7 m) is part of the building. The article gives no style, facade or structural details.
