Renzo Piano Building Workshop and FXFOWLE designed the tower for the New York Times Company, Forest City Ratner and ING Real Estate. Construction started on August 23, 2004, and was completed on June 12, 2007. The building officially opened on November 19, 2007. It has 52 stories, an architectural height of 1,046 feet (319 m), and a roof height of 748 feet (228 m).

A glass curtain wall of double-glazed, low-emissivity panels is fronted, about 2 feet (0.61 m) out, by about 186,000 ceramic rods, each 1⅝ inches (41 mm) in diameter. A steel frame with a braced core of 90 by 65 feet (27 by 20 m) holds 23,500 short tons of steel.

A garden at the center of the podium holds seven paper birch trees, each 50 feet (15 m) tall. It is visible from the lobby but closed to the public. The developers did not seek LEED certification, though it was designed as a green building.
