Georg von Hauberrisser won the design competition for the Neo-Gothic building and also designed the tower. The first section was built from 1867 to 1874, though the text gives 1867 to 1881 elsewhere. The second section followed in 1889 to 1892, and the third section and tower in 1898 to 1905.

The text models the tower on Brussels' town hall and also names Vienna's city hall as an example. It is built of brick and shell limestone and has 400 rooms and six courtyards. The tower is 279 feet (85 m) high, and the Marienplatz facade is 323 feet (98.5 m) long, or almost 100 meters elsewhere in the text.

The glockenspiel has 43 bells and 32 figures. Christian Reithmann designed the clockwork in 1899, and it became operational on February 18, 1909. Repairs from 2006 to 2007 cost 750,000 euros. The article gives conflicting glockenspiel schedules. A lift serves the tower viewing gallery.
