Josef Schulz, whom the article calls a prominent Czech neo-Renaissance architect, designed the Historical Building at the upper end of Wenceslas Square, where several noblemen's palaces once stood. It was built from 1885 to 1891. The article names no client and gives no dimensions.

A bomb damaged it in 1945, and Soviet gunfire in 1968 hit the facade, pillars and statues, leaving traces still visible after repairs in 1970 to 1972. The North-South Highway, opened in 1978, cut the building off from the city. It closed on July 7, 2011, and reopened in part on October 28, 2018, after about seven million items were moved to depositories.

The dome became a viewpoint over Prague in February 2019, and the courtyard was roofed during the reconstruction. A tunnel links the building to the former Stock Exchange, built in 1937.
