The Azerbaijani architect Mikayil Huseynov designed the building, which stands on Khagani Street and overlooks Rashid Behbudov Avenue and Nizami Street in Baku. The article gives no construction dates, no style and no dimensions. The date 1923 here is the library's founding, on May 23, 1923, not the building's.

The repository occupies four floors, which the article calls an eight-stage repository, without explaining the term. Special elevators deliver books to the reading outlets, and the reading rooms hold 500 seats. Statues of writers and poets decorate the facades, among them Nizami Ganjavi, Mahsati, Uzeyir Hajibeyov, Shota Rustaveli and Alexander Pushkin.

Citizens and foreigners with a reader card may use the library free of charge. Scanning, photocopying and foreign book orders are paid. Cameras and large bags are not allowed in the halls.
