Georg Teuffel designed the town hall. Construction started in 1668 and was completed in 1671. The article names no client and gives no dimensions or materials. It calls the building one of the few elements of the city's baroque-era architecture to be rebuilt after the Second World War, and the infobox style is Baroque.

The article gives no date for the postwar rebuilding. It records a renovation from 1960 to 1963, and a renovation costing 7 million euros that began in 2021 and was completed in 2023.

The town hall stands on Town Hall Square, next to Narva College of the University of Tartu. It houses a tourist information center and a restaurant, and it is the seat of the city government, with the City of Narva as tenant.
