Paolo Portoghesi, Vittorio Gigliotti and Sami Mousawi designed and directed the project, and the infobox adds Nino Tozzo. Rome's city council donated the land in 1974, the first stone was laid in 1984, and the mosque was inaugurated on June 21, 1995, though the infobox gives 1994. Saudi Arabia and other Muslim-world states paid for it, at €40 million or €40 to €50 million.

The prayer hall is raised about 26 feet (8 m) above ground and holds up to about 2,500 worshippers, in a complex with a capacity of more than 12,000. One central dome, over 66 feet (20 m) high, is surrounded by 16 smaller domes. Palm-shaped columns, travertine and cotto tile, glazed interior tiles and a Persian carpet complete it.

The single minaret stands southwest of the prayer hall at 141 feet (43 m) in the infobox. The text says it was shortened to sit about 3 feet (1 m) below the dome of St. Peter's.
