Fender Katsalidis designed the tower with RSP KL for PNB Merdeka Ventures, a unit of the state-owned Permodalan Nasional Berhad. Samsung C&T and UEM Group were the contractors. Groundbreaking was in July 2014, topping out on November 30, 2021, completion in November 2023, and the grand opening on January 10, 2024.
The architectural height is 2,227 feet (678.9 m), or 2,233 feet (680.5 m) to the tip, with 118 stories. The article calls the style neo-futurist, with a pattern inspired by Malay songket. The form is said to echo Tunku Abdul Rahman's gesture proclaiming independence in 1957.
