Frank Williams and Mosproject-2 developed the design under Mikhail Posokhin. After Williams died on February 25, 2010, the Dutch architect Erick van Egeraat took over. Construction started in 2006 and the tower topped out on November 1, 2012. The article gives 2013 as completion. The infobox names Rasen Stroy as developer, but the text names Mercury Development and Liedel Investments.

The roof is 1,112 feet (338.8 m) high, with 75 floors, including 5 below ground. Floor area is 1.9 million square feet (173,960 m²). Two independent reinforced concrete skeletons are designed to resist a magnitude 6.0 earthquake. The northwestern facade steps back twice.

The cladding is copper-colored, with bronze-tinted glass replacing an earlier silver design. A media facade of about two million LEDs covers floors 67 and 68. The infobox gives the cost as 1 billion dollars, against press estimates of 650 million to 1 billion.
