Hijjas Kasturi Associates designed the tower, and Daewoo Construction built it from 1998. The infobox gives completion in 2001, while the text says Prime Minister Mahathir Mohamad opened it on February 11, 2003. The article names no developer. The shape is said to resemble a sprouting bamboo shoot.

The tip is 1,021 feet (311.1 m), the roof 1,020 feet (310 m) and the top floor 797 feet (243 m). It has 55 stories and about 1.6 million square feet (150,000 m²) of floor area. The article calls it the first twisted skyscraper. Office floors are split into north and south wings served by express double-deck elevators.

Hanging gardens climb the building, with 22 open sky gardens every three floors. It also holds a 2,500-seat theater, a prayer hall and a sports facility. The cost was over 160 million dollars. The article gives no facade materials or structural system.
