Circus Circus Enterprises developed the resort for 950 million dollars on the site of the Hacienda, which closed on December 1, 1996. Construction began in 1997, and it opened on March 2, 1999. The article names no architect for the tower.

The theme is tropical, with a South Seas look and water features throughout. The Y-shaped tower has 43 stories and 3,209 rooms. Gold neon tubing and gold-colored mirrored windows cover it. Soil settling in mid-1998 was corrected with 536 micropiles, at an estimated 8 to 10 million dollars.

The site covers 120 acres and includes a 12,000-seat arena, a 1,800-seat theater and an 11-acre beach area. It was renovated several times, most recently in 2023. Vici Properties bought out the last stake in January 2023, and the article gives conflicting years for the earlier purchase.
