Veldon Simpson designed the resort, with interiors by Yates-Silverman and Perini Building Company as general contractor. Circus Circus Enterprises announced the project in November 1991, broke ground on April 21, 1992 and opened it on October 15, 1993. Construction cost 375 million dollars, financed internally.

The pyramid has 30 stories, a metal-and-glass exterior by Waltek and a height of 357 feet (109 m). The article calls its atrium the largest in the world by volume, at 29 million cubic feet. Eight inclined elevators run at a 39-degree angle. A Sphinx replica 106 feet high and 262 feet long faces the Strip, with the porte-cochère inside its body.

The sky beam at the tip uses 39 xenon lamps, and since 2008 only half have been lit. The resort opened with 2,526 rooms, all in the pyramid. Two ziggurat-shaped towers by Klai Juba Architects were added in 1996 and 1997, bringing the total to 4,407.
