Kohn Pedersen Fox designed the tower, with Leslie E. Robertson Associates as structural engineer, for the developer Lotte Engineering and Construction. Construction started on January 22, 2010, the infobox gives completion on December 22, 2016, and it opened to the public on April 3, 2017. The text mentions groundbreaking activities in March 2012, which conflicts with the infobox.

The architectural height is 1,821 feet (555 m), with 123 floors above ground and six below, though a floor table lists 125. The pale glass exterior is inspired by Korean ceramics, with metal filigree accents. The roof lantern covers floors 107 to 123 and is 394 feet (120 m) high. The tower is designed for earthquakes up to magnitude 9.

The Seoul Sky observatory occupies the top seven levels, with a glass floor on level 118 and a premium lounge bar on 123, at 1,637 feet (499 m). Admission is charged.
