Construction of the Legislative Palace began in 1904 under the government of President José Batlle y Ordóñez. The Italian architects Vittorio Meano and Gaetano Moretti designed it. Meano's design won a 1902 international competition, but he died before the commission could contact him. G. y M. Debernardis was the main contractor, and José Belloni made the reliefs and sculptures.

It was inaugurated on August 25, 1925, to mark the centenary of the Declaration of Independence. The decoration was not finished until 1964. The infobox lists a Neoclassical style, while the text calls it Greco-Roman and eclectic. The facades, walls, vaults and columns are clad in Uruguayan marbles.

The Hall of the Lost Steps holds the original 1830 Constitution and 1825 Declaration of Independence. It was declared a National Historic Monument in 1975.
