The British firm RMJM first designed the project, and Gorproject continued it from 2011 to 2017. Gazprom is the developer and owner. Construction started on October 30, 2012, the tower topped out on January 29, 2018, and the infobox lists completion in 2019. The article lists the style as neo-futurism.

The architectural height is 1,516 feet (462 m), and the public observation deck is at 1,171 feet (357 m). The tower has 87 floors above ground and three below. Total floor area is 1,750,000 square feet (163,000 m²), and the cost is 1.77 billion US dollars. The foundation is a box-shaped structure on 2,080 piles, 264 of them for the tower.

On October 5, 2017, it became the tallest building in Russia and Europe, surpassing the Vostok Tower. The article calls it the second-tallest twisted building in the world. Engineers changed the glazing of the spire to metal gauze to prevent icing, and glass on high floors is heated.
