The Engineering Department of the Buenos Aires provincial government, led by Pedro Benoit, ran the project. Ernesto Meyer drew the plans, with Emilio Coutaret collaborating. Groundbreaking was on April 30, 1884, and it was consecrated as a parish church in 1902. Work halted in the 1930s over fears that the foundation could not bear the planned weight, and the spires stayed unfinished.
It is Gothic Revival in exposed brick, inspired by Amiens and Cologne cathedrals. It is 390 feet (120 m) long, holds 14,000 people, and the infobox gives a height of 318 feet (97 m), while the text gives the towers as 367 feet (112 m).
A restoration from 1996 to 1999 finished the spires, with a 25-bell carillon planned. It opened to the public in 2000. It faces Plaza Moreno and the City Hall.
