Ir. Achmad Moerdijat of Kumpulan Senireka designed the tower, and Hazama Corporation was the main contractor. Construction started on October 4, 1991, and was completed on September 13, 1994. It opened to the public on July 23, 1996, and was inaugurated on October 1, 1996.

The antenna spire reaches 1,381 feet (421 m), the roof 1,104 feet (336.5 m), the top floor 925 feet (282 m) and the observatory 906 feet (276 m). The shaft has 22 levels, four elevators and stairs totaling 2,058 steps. The lobby's glass-clad domes are arranged in the form of muqarnas, designed by Iranian craftsmen from Isfahan.

About 65,000 cubic yards (50,000 m³) of concrete were poured continuously over 31 hours, a record for the Malaysian construction industry. The tower was the tallest structure in Malaysia until the Petronas Twin Towers surpassed it about three years later. It is the highest public viewpoint in Kuala Lumpur.
