Friedrich Silaban won the design competition. Sukarno laid the foundation stone on August 24, 1961, and construction took 17 years, until Suharto inaugurated the mosque on February 22, 1978. It stands on the site of Wilhelmina Park, where the 1837 Citadel Prins Frederik was demolished. The infobox gives the cost as Rp 7 billion.

The infobox lists New Formalism and International Style. The main dome has a 148-foot (45 m) outer diameter, symbolizing 1945, and rests on 12 round columns. The single minaret is 219 feet (66.66 m) of marble-clad structure plus a 98-foot (30 m) stainless steel pinnacle. The text describes three domes while the infobox lists two.

The building has a main floor and four balcony levels. Marble from Tulungagung, East Java, replaced the planned Italian marble to cut costs. Capacity is 200,000 in the infobox, 200,001 in the text and over 120,000 in a 2013 figure.
