Leandro V. Locsin, a Filipino architect, designed the palace, completed in 1984. The infobox credits Barbara Allen with the interior, while the text credits Dale Keller Interior Designers, and Barbara Allen for the redesigned Royal Wing. The design uses golden domes and vaulted roofs, in Brunei's Islamic and Malay style.

The floor area is about 2.15 million square feet (200,000 m²). It has 1,788 rooms, including 257 bathrooms, with a banquet hall expandable to 5,000 guests, a mosque for 1,500, and garages for 7,000 cars. It also has a stable for 200 polo ponies. The infobox puts the cost at US$3 billion, and the text at about US$1.4 billion.

It is the official residence of Sultan Hassanal Bolkiah and the seat of the government. It is not open to the public, except during Eid-ul-Fitr and ten days of Ramadan.
