Enka Design and NBBJ designed the tower, with Arup as structural engineer. The first stage, a 60-story tower, began around 2001 to 2002 in the text, or 2003 in the infobox, and halted in 2003 for financial reasons. It resumed in 2006 and opened on November 22, 2011. The infobox names GDO Group and MOS City Group as developers, while a 2012 dispute names other companies.

The roof stands 784 feet (239 m) high. The materials are glass, steel and reinforced concrete, and the style is postmodern. It has 192 apartments, offices, 292 hotel rooms, 30 elevators and 1,500 parking spaces. The floor area is 287,723 square meters.

A 14-story second stage began in 2013 and was planned for 2018, though the article is inconsistent about its status. The infobox names Oleg Malis as owner.
