Fyodor Lidval, a Russian-Swedish architect, made the original design. The German firm Wayss & Freytag built the hotel from 1911 to 1912 and first owned and ran it, after buying the land in 1911 from the Palace Hotel Company. The hotel opened on December 23, 1912. The style is Art Nouveau with Neoclassical influence, and the article gives no materials or dimensions. A planned expansion mirroring the original building, designed by Lidval, was halted by the First World War.

It closed in 1987 for renovation by A. I. Pribulsky and reopened in 1991 after work by a Finnish firm, which added Block B as a reproduction of the demolished Hotel Angleterre. A full refurbishment came in 2012.

Rocco Forte Hotels acquired it in December 1997. The infobox gives 169 rooms and 86 suites, while the text gives 213 bedrooms.
