HOK designed three flame-shaped towers, meant to evoke Azerbaijan's nickname, the Land of Fire. DIA Holding was the design-build contractor and Hill International managed the project. Construction began in 2007 and cost an estimated 350 million dollars. The text gives 2012 for completion, while the infobox gives 2013.

The tallest tower reaches 597 feet (182 m). The infobox gives two other heights, 541 feet (165 m) and 528 feet (161 m), but does not clearly assign them to towers. The towers hold 130 apartments, a Fairmont hotel with 250 rooms and 61 serviced apartments, and about 356,000 square feet (33,114 m²) of net office space.

The facades are covered in LED screens with more than 10,000 luminaires, cycling through flames, the national flag colors and a flag-waving figure. A 2020 source says only one tower houses the Fairmont and the other two are unoccupied. The article names no style.
