Tony Kettle and Karen Forbes of RMJM designed the tower, with Philipp Nikandrov of GORPROJECT assisting later. The infobox lists RMJM and Nikandrov. Snegiri Development developed it, and Rönesans Holding was the main contractor. Construction started in 2011, and it was put into operation on October 6, 2014.
The form is a double helix, like DNA. Each rotating floor is turned 3 degrees from the one below, so the building twists more than 150 degrees, while the core and eight columns stay vertical. It is 807 feet (246 m) tall. The infobox and opening give 55 floors, but the design section refers to 51 that rotate.
The facade uses about 60,000 square meters of curved glazing. Transneft bought it in 2016 as its headquarters, and the purchase price is reported differently across passages.
