Swanke Hayden Connell Architects designed the tower, with Thornton Tomasetti as structural engineer. The developers were Techinvest and MOS City Group. The concept was proposed in 2003, construction started in 2006, and it was completed on December 14, 2014. It is 1,013 feet (308.9 m) tall with 72 floors.

The structure is a reinforced concrete core with a steel perimeter frame, the first composite structure of its kind in Russia. Closely spaced steel columns on the bowed exterior sit on a belt truss. The facade is a glass curtain wall, with fixed windows on the office floors and operable ones on the residential floors.

Offices fill floors 4 to 45, and apartments fill floors 48 to 66. A fitness center and a pool are on floors 47 and 50. A VTB Bank subsidiary acquired a 99.55 percent stake in April 2016. The floor area is 212,900 m² in the infobox and 207,542 m² in the text.
