Hazel W.S. Wong and NORR Group Consultants are credited as architects. Construction began in 1996. The infobox gives completion in 2000, while the text says November 3, 1999. The tower is triangular in plan, with a curved wall rising along nearly the full height of one face, and it stands on Sheikh Zayed Road in Dubai's financial center.

The architectural height is 1,165 feet (355 m), with 54 floors, about 1.1 million square feet (100,000 m²) and 17 lifts. The roof is 988 feet (301 m) in the infobox and 1,020 feet (311 m) in the text. Three core walls carry the building. The facade is silver aluminum panels and silver and copper reflective glass.

Both towers rise from a terraced podium with a three-story retail base. A retail boulevard links it to the Jumeirah Emirates Towers Hotel. The infobox says it was Dubai's tallest building from 2000 to 2008, and the table says 2009.
