Robert A.M. Stern Architects designed the tower for the developer Liberty Property Trust, with L.F. Driscoll as general contractor. It was first named One Pennsylvania Plaza. Groundbreaking was on March 31, 2005, it topped out on June 18, 2007, and it officially opened on June 6, 2008. The article gives its height as 973 feet (297 m), or 975 feet in one passage, with 58 floors.

It has a central concrete core with steel-framed floors and a glass curtain wall of lightly tinted, low-emissivity glass. A 300,000-gallon tuned liquid column damper is described as the largest of its kind in North America.

A 110-foot (34 m) winter garden connects to the Suburban Station concourse, and a half-acre plaza sits over underground railroad tracks. It was the tallest LEED-certified building in Philadelphia. In 2006 Liberty sold an 80 percent interest to a Commerzbank subsidiary.
