The Sverdlovsk Soviet handed the plot to the Russian Orthodox Church in 1990 for a memorial chapel, and the plan later grew into a larger complex. Groundbreaking was on September 23, 1992. The text says construction began in 2000, and the infobox gives 2000 to 2003. The article names no architect or materials, and calls the style Byzantine Revival.

The complex covers 2,760 square meters (29,700 sq ft). It holds two churches, a belfry, a patriarchal annex and a museum about the imperial family. The main church's altar sits over the site of the murder of the imperial family. A cross marks the basement location.

The Diocese of Yekaterinburg and Verkhoturye administers it. The Ipatiev House was demolished in 1977. An ice sculpture festival has been held there since 2007.
