Yang Cho-cheng designed the hall. Construction began on October 31, 1976 and finished on April 5, 1980. It is 249 feet (76 m) high and built of concrete and marble. The article names no style and gives no interior layout or construction detail. It is dedicated to Chiang Kai-shek, and the square hosted mass gatherings from the time it opened.

In 2007 President Chen Shui-bian rededicated the plaza as Liberty Square, and the hall was renamed in a dedication to democracy, which Kuomintang officials greeted with hostility. President Ma Ying-jeou later restored the original dedication to Chiang.

Later changes from 2017 concern the hall's purpose, exhibits and the names of its spaces, not its physical structure. The article does not describe a structural renovation, and it gives neither the area of the plaza nor visiting hours.
