Bahar Mızrak and Hayriye Gül Totu, two women architects, won second prize in a competition for the design, and planning began in 2000. The mosque opened for worship on March 7, 2019 and was inaugurated by President Recep Tayyip Erdoğan on May 3, 2019. The article gives the cost as US$110 million.

It stands on Çamlıca Hill in the Üsküdar district. The design draws on classical Ottoman architecture and the works of Mimar Sinan, with domes and half-domes around a central dome, though it is built of concrete, unlike Sinan's methods. The main dome is 236 feet (72 m) high and 112 feet (34 m) across.

There are six minarets, four of 351 feet (107.1 m) and two of 295 feet (90 m). The capacity is 63,000 worshippers. The complex includes an art gallery, a library, a conference hall and a museum of Islamic civilizations that opened in 2022. The infobox lists 70 domes without explanation.
