Hoseyn Ali Khan, ruler of the Erivan Khanate, built the mosque in 1765 and 1766. Markus Ritter dates it to 1767 and 1768 from the inscriptions on the main mihrab. The article names no architect. It has a continuous facade with a double arcade, three domes, three mihrabs and 24 arched cells facing a central pool in a rose garden.

The mosque measures 318 by 217 feet (97 by 66 m) and its courtyard 230 by 154 feet (70 by 47 m). The complex covers 75,300 square feet (7,000 m²). The minaret is 79 feet (24 m) tall and leans at seven degrees,.

Tiling was added around 1887 and 1888, with reconstructions in 1907 to 1910 and 2009 to 2011. Iran funded a renovation in 1994 to 1998. It is Armenia's only active mosque, and a cultural center leased to Iran's embassy since 2015. Visitors descend steps from Mashtots Avenue.
