Foster + Partners designed the tower, first appointed in 1994, for Abdullah Al-Faisal. Construction began on March 4, 1997 and finished in May 2000, with Saudi Binladin Group as contractor. The article gives the style as neo-futurism and says it was inspired by the Umar ibn al-Khattab Mosque in Al-Jouf Province.

The roof is 876 feet (267 m) high, and a glass sphere on top, called the Star Dome, holds The Globe restaurant. The observation deck is 640 feet (195 m) up in the infobox and 200 meters in the text. The infobox gives 44 floors, while the text describes 30 office floors.

The complex also has a hotel, a three-story mall and a banquet hall. Brian Clarke made the stained-glass installation in the lobby. The King Faisal Foundation is listed as owner.
