C.Y. Lee & Partners and Hellmuth, Obata & Kassabaum designed the tower, with Evergreen Consulting Engineering as structural engineer. The Tuntex Group, now defunct, built it from 1994 to 1997 at a cost of 5 billion New Taiwan dollars. The article names no client and no style.
The architectural height is 1,140 feet (347.5 m), and the spire tip reaches 1,240 feet (378 m). It has 85 floors above ground and 5 basement levels, with 3.3 million square feet (306,337 m²) of floor area. Two separate 39-floor sections merge into a central tower with a pyramid crown, a form said to be inspired by the Chinese character for tall. There is no 44th floor, and 54 elevators serve only floors up to 80.
It originally held a department store, an amusement park, a hotel and an observatory. As of 2023 the article calls it nearly unoccupied, and the observation deck has ceased operations.
