Fumihiko Maki was hired in May 2006 to design the tower for Silverstein Properties, with AAI Architects as architect of record and Leslie E. Robertson Associates as structural engineer. The first proposal was 61 stories and 947 feet (289 m). Groundbreaking was on January 22, 2008, it topped out on June 26, 2012, and it opened on November 13, 2013 at a cost of $1.67 billion.

The roof is 978 feet (298 m) high, with 74 floors above grade. A steel frame carries a concrete core and a glass curtain wall. Floors 7 to 46 have a parallelogram plan of about 44,000 square feet (4,100 m²), reflecting the site, and the upper floors are trapezoidal. The article quotes ENR calling it a minimalist tower with an abstract sculptural presence.

The two-story lobby faces the 9/11 Memorial. The original 4 World Trade Center, a nine-story building of 1975, was destroyed on September 11, 2001.
