Silverstein Properties developed the tower under a ground lease from the Port Authority. Richard Rogers of Rogers Stirk Harbour + Partners was hired in May 2006, and AAI Architects is listed as architect of record. Construction on the lower stories began in January 2008 but stopped until 2014, though the infobox gives March 8, 2010. The steel frame was completed on October 6, 2016, and the tower opened on June 11, 2018.

It is 1,079 feet (329 m) tall with 80 stories, and the lowest 17 form a podium. K-shaped bracing of stainless-steel-clad diagonal beams on the east and west elevations removes the need for corner columns. The curtain wall uses about 10,000 glass panels, and a cable-net wall encloses the lobby on three sides.

Earlier plans reached 1,240 feet in 2004 and 1,137 feet in 2011. The infobox gives 2.23 million square feet and the text 2.5 million. It was 38 percent occupied at opening.
