Rafael Viñoly designed the tower for the developers Land Securities and Canary Wharf Group. Piling began in January 2009, the concrete core topped out in March 2012, and the first tenants arrived in May 2014. The cost was over 200 million pounds. The article gives the style as neo-futurism. The height is 525 feet (160 m), reduced from nearly 200 m after heritage concerns, with a structure of concrete core and steelwork.

In 2013 sunlight reflected off the south face and damaged parked vehicles, and street temperatures reached 117 degrees Celsius. Temporary screening was approved that September, and a permanent awning followed in 2014.

The Sky Garden, on the top three floors, opened in January 2015 with free public access by booking. Lee Kum Kee agreed to buy the building in 2017 for 1.3 billion pounds.
